What is the ruling on one who insults the religion or Allah (Glorified and Exalted is He) in a state of anger, if he grew up among people who are accustomed to doing so and considers himself a Muslim?

Machine translationRead the Arabic original
The questioner : Shaykh: What is the ruling on one who insults the religion and the Lord, specifically if he grew up among people who are accustomed to this matter in moments of anger? And how should he be treated if he considers himself a Muslim?

The Shaykh : Yes, the scholars said: One who insults Allah, or His Messenger, or His Book, or His religion is a disbeliever, whether in earnest or in jest. They cited as evidence for this the saying of Allah the Exalted regarding the hypocrites who used to insult the Prophet (peace and blessings be upon him) and his Companions. He (Glorified and Exalted is He) said about them:
(65) And if you ask them, they will surely say, "We were only conversing and playing." Say, "Is it Allah and His verses and His Messenger that you were mocking?" (66) Make no excuse; you have disbelieved after your belief. If We pardon one faction of you - We will punish another faction because they were criminals.
[At-Tawbah 9:65-66]
Do not say
Make no excuse; you have disbelieved after your belief
A man came to the Messenger (peace and blessings be upon him and his family) saying: We were only talking about the caravan to cut off the road from us. So the Prophet (peace and blessings be upon him) did not say more to him than: Were you mocking Allah and His verses and His Messenger? Do not make excuses. You have become disbelievers after your faith.
However, if he said it out of extreme anger such that he cannot control himself and does not know what he is saying, he does not become a disbeliever for that, because he did not intend the statement. For this reason, if a man divorces his wife in extreme anger where he cannot control himself, his wife is not divorced, because he did not intend the divorce. You know that the Messenger (peace and blessings be upon him and his family) informed some of you about the joy of Allah (Glorified and Exalted is He) in the repentance of a servant, and that He is more joyful than the joy of a man who was traveling with his camel, upon which was his food and drink. It strayed from him, so he sought it and did not find it. He slept under a tree waiting for death, and he was on the verge of dying. Then he saw the camel’s reins hanging from the tree. He took them and said:
0 Lord, Thou art my servant and I am Thine Lord
Sahih Muslim 2747a
intending to say: You are my Lord and I am Your servant. But the Prophet (peace and blessings be upon him) said:
He commits this mistake out of extreme delight.
Sahih Muslim 2747a
and it was not: This is a disbeliever. The important point is that one who insults Allah, or His Messenger, or His religion, or His Book, in earnest or in jest, is a disbeliever.
As for the one who did that in anger while he cannot control himself and does not know what he is saying, he does not become a disbeliever. Why? Because his statement is not taken into account. Yes.

The questioner : ...

The Shaykh : No, he says his people are accustomed to this thing, and this custom is a bad custom. They must purify their tongues from it.

The questioner : How is one treated who considers himself a Muslim?

The Shaykh : Even if he considers himself a Muslim, as long as he intended the statement.

The questioner : Is he treated as a disbeliever?

The Shaykh : He is treated as one who is in earnest. There is no jesting in disbelief, earnest or otherwise; it is all earnest. Even mockery or jesting is considered earnest. In fact, it is considered earnest. I made a mistake.

The questioner : ...

The Shaykh : How?

The questioner : I say: Some of the scholars

The Shaykh : Yes

The questioner : say: He

The Shaykh : Indeed, he

The questioner : does not become a disbeliever. One who insults Allah (Mighty and Majestic) ... is disciplined.

The Shaykh : By Allah, I do not know ... This is the view of the ignorant. Rather, the Hanbali jurists (may Allah have mercy on them) say: One who insults Allah, his repentance is not accepted. Pay attention to this; this is the problem. That is to say: If he comes and says: I testify that I was wrong and that I am repenting now, and that the Lord (Mighty and Majestic) has perfect attributes, we say: We do not accept it. We want to kill you, and your repentance is between you and your Lord.
But the correct view is that it is accepted if we know that his repentance is sincere, and that is evident from his conduct thereafter. This is the correct view.

The questioner : ...

The Shaykh : Yes, this is one who was coerced. This is one who was coerced. It is not the one who said it without coercion
Whoever disbelieves in Allah after his belief... except for one who is forced [to renounce his religion] while his heart is secure in faith
[An-Nahl 16:106]
.

The questioner : Okay, Shaykh, what if small children insult the religion?

The Shaykh : They are to be prohibited from this, and you know that the pen is lifted from the child.

The questioner : But their parents, Shaykh, teach them to insult.

The Shaykh : No, no, they must teach them truthfulness.
And this brother Musa says that the time is up because the call to prayer has been made. Yes.
