The Shaykh : No, if people are praying after the prayer, it is not permissible for you to pass in front of them, because the Messenger of Allah (peace and blessings be upon him) said:
If anyone who passes in front of a man who is praying knew the responsibility he incurs, he would stand still forty (years) rather than to pass in front of him لو يعلم المار بين يدي المصلي ماذا عليه لكان أن يقف أربعين خيرا له من أن يمر بين يديه

So if a person, for example, prays in the Tawaf area, and it is known that the Tawaf area is crowded with people circumambulating, then he has no right to it.
