The reciter: Hammad ibn 'Umar al-Bakrawi narrated to us, saying: 'Abd al-Wahid—meaning Ibn Ziyad—narrated to us from 'Asim from Abu Nu'ayrah, who said:
I was with Jabir ibn 'Abd Allah when a man came to him and said: Ibn 'Abbas and Ibn al-Zubayr have disagreed regarding the two types of tamattu'. Jabir said: We used to perform both of them with the Messenger of Allah (peace and blessings be upon him), then 'Umar forbade us from them, so we did not return to them. كنت عند جابر بن عبد الله فأتاه آت فقال: ابن عباس وابن الزبير اختلفا في المتعتين فقال جابر: فعلناهما مع رسول الله صلى الله عليه وسلم ثم نهانا عنهما عمر فلم نعد لهما

As for tamattu' in Hajj, there is no doubt that 'Umar (may Allah be pleased with him) ... but it is because he forbade tamattu' in Hajj so that people would not rely on a single journey during the months of Hajj and leave the Sacred House abandoned, with no one coming to it for the rest of the year. This was 'Umar's (may Allah be pleased with him) consideration. However, this consideration, even though it is undoubtedly an exercise of independent legal reasoning, if it contradicts the explicit text, then what is it? It has no standing. For the Prophet (peace and blessings be upon him) commanded tamattu' in the months of Hajj, to the extent that Allah caused Suraqah ibn Malik ibn Ju'asham to speak, saying
Suraqa b. Malik b. Jush'um asked God’s messenger whether this applied to that particular year or, forever, to which he replied that it was applicable forever. يا رسول الله ألعامنا هذا أم للأبد ؟ قال بل لأبد الأبد
