The Shaykh : In this hadith and others like it, there is evidence that some of the Noble Qur'an has a specific cause for its revelation, while some does not. Knowing the explanation of the cause, and knowing the cause itself, helps in understanding the verse. For example, regarding the saying of the Exalted:
Indeed, as-Safa and al-Marwah are among the symbols of Allah. So whoever makes Hajj to the House or performs 'umrah - there is no blame upon him for walking between them إن الصفا والمروة من شعائر الله فمن حج البيت أو اعتمر فلا جناح عليه أن يطوف بهما
[Al-Baqarah 2:158]
If we look at the apparent meaning of the wording, the apparent meaning would suggest that the highest state of sa'y (walking between al-Safa and al-Marwah) is what? It is permissible, with no blame on you. But when we know the cause, and that the Companions seemed to be scrupulous about performing tawaf (circumambulation) between them, we understand that the intended meaning of His saying “no blame on them” is the negation of prohibition. This does not imply that sa'y is obligatory. This is supported by His saying “among the symbols of Allah,” for magnifying the symbols of Allah is obligatory, and indeed it is part of the mindfulness of hearts. Most of the Qur'an was revealed without a specific cause. Yes, that is correct.
