The Shaykh : In that case, he is compelled either to feed it, sell it, slaughter it, or rent it out. The important thing is that if he is responsible for it, it is obligatory for him to provide for it; otherwise, he owes nothing in that regard. Yes.

The questioner : From 'Abd al-Ghafar Muhyi al-Din, the Arab Republic of Egypt. We received this letter, which praises [the scholars] highly, and after the greeting, it asks: What is the ruling on one who neglects one of the pillars of Hajj, and what are its pillars? May Allah guide you.

The Shaykh : If a person intends to release the beast from which he has become self-sufficient, there is no blame on him for that, because of the hadith of Jabir (may Allah be pleased with him) in the part where he was exhausted, where he said: "So I intended to release it". This indicates the permissibility of releasing an animal if there is no benefit or utility in it.

The Shaykh : Likewise, the owner of the cat about whom the Messenger (peace and blessings be upon him) said:
A woman entered Hell because of a cat which she tied up and did not feed, or let it loose to eat of the vermin of the earth عذبت امرأة في هرة لها حبستها لا هي أطعمتها ولا هي أرسلتها تأكل من خشاش الأرض

Similarly, if people become self-sufficient with these animals and release them in the wild to graze and eat, there is nothing wrong with that for them, unless they release them in places that harm people, such as releasing them among the farms where they would harm the Muslims. In that case, it is not permissible for them.
