The commentator (may Allah have mercy on him) said: "meaning [Hud 11:119]" So he interpreted the word of Allah with that, but there is a clear consideration in this, because Allah says: [Ghafir 40:6] This word, the word is His saying: [Ghafir 40:6] [Ghafir 40:6] meaning it became obligatory upon them, and the word is His saying: [Ghafir 40:6] For this reason, the commentator said that it is: "a substitute for the word" If it is a substitute for the word, how can we say that the word is His saying: [Hud 11:119] If it is the substitute, then Ibn Malik says:
The dependent noun intended by the ruling without an intermediary is the one called a substitute.

Therefore, the intended meaning of the ruling, the intended meaning of His saying: is His saying: [Ghafir 40:6], and if you find "companions of the Fire" in the Qur'an, the intended meaning is those who are eternally in it, because companionship implies permanence, and it cannot be the companions of the Fire for those who were threatened with entering the Fire and then coming out of it; rather, it is for those who are the people of the Fire, who are its people and its companions.
I will surely fill Hell with jinn and men all together."
