they are the Arabs, who were called "unlettered" (ummiyyun) in reference to the desert (al-amm) because they were ignorant. This is why they are called the people of the pre-Islamic age of ignorance (jahiliyyah), as their messenger had not come to them after Ismail (peace be upon him), so they were ignorant. Some of them learned and took knowledge, taking knowledge of the divine messages from the Christians, such as Waraqah ibn Nawfal, but the majority of them were ignorant.
And say to those who were given the Scripture and [to] the unlearned, "Have you submitted yourselves?" قل للذين أوتوا الكتاب والأميين أأسلمتم

There are two readings:
Have you submitted آأسلمتم
and
Have you submitted أأسلمتم
, meaning by pronouncing both hamzas and inserting an alif between them,
Have you submittedأأسلمتم
. The interrogative here is intended as a command, according to the saying of the scholars, meaning: "Say to those who were given the Scripture and the unlettered, 'Submit!'" So the interrogative means command. Similarly, His saying, the Exalted:
Say, "It is only revealed to me that your god is but one God; so will you be Muslims [in submission to Him]?" قل إنما يوحى إلي أنما إلهكم إله واحد فهل أنتم مسلمون
[Al-Anbya 21:108]
Then, would you [not] be Muslims? فهل أنتم مسلمون
[Hud 11:14]
means, "What? So submit." It was also said that the intended meaning is: calling out to their obviousness, meaning He calls out to them with disavowal, meaning, "Have you submitted after this explanation and this clarity? Or have you not understood until now?" This meaning is more eloquent than the first meaning, so the intended meaning is calling out to their obviousness and rebuking them, that they did not submit despite the clarity and obviousness of the meaning. Allah, Mighty and Majestic, said:
And if they submit [in Islam], they are rightly guided فإن أسلموا فقد اهتدوا
[Ali 'Imran 3:20]
Is it guidance of success (tawfiq) or guidance of indication (dalalah)? Guidance of success means they have taken the path of guidance, because guidance is of two types: guidance of indication, which is comprehensive for everyone. Allah, the Exalted, said:
And there was no nation but that there had passed within it a warner. وإن من أمة إلا خلا فيها نذير
[Fatir 35:24]
Allah, Glorified and Exalted is He, must guide them all. And guidance of success, which is specific to those whom Allah has destined for Islam in every time and place according to their capacity. So whoever is guided by guidance of success is the one who is praised and commended. As for the first one, who was guided by guidance of indication, meaning he knew the truth, if he contradicts the truth, he is more severely blamed than the one who did not know the truth. If you ask, "Suppose a person did not know, did not know the Shari'ah, like the people of fitrah, what is the ruling on these people?" The answer is that their ruling is what they are upon; if they are upon falsehood, they are upon falsehood, and it is not understood that they are Muslims because they did not submit. But in the Hereafter, their affair is with Allah, the Exalted. We do not know; perhaps Allah, the Exalted, will test them with what He wills in the way He wills. So whoever obeys Him enters Paradise, and whoever disobeys Him enters the Fire.
