Then Allah the Exalted said: This is the beginning of the lesson. [Ali 'Imran 3:20] "If they submit" means they surrendered to Allah outwardly and inwardly. As for inwardly, it is by believing in what is obligatory to believe in, which are the six pillars that the Messenger of Allah (peace and blessings be upon him) explained. Outwardly, it is by the actions of the limbs, which is Islam built on five pillars: testifying that there is no god but Allah and that Muhammad is the Messenger of Allah, establishing the prayer, giving zakah, fasting Ramadan, and performing Hajj to the House. [Ali 'Imran 3:20] "They have been guided" with the guidance of success, just as they were guided with the guidance of indication. The guidance of indication encompasses all of creation; there is no people except that Allah has guided them with the guidance of indication. [Fatir 35:24] But the guidance of success is that which some people were deprived of, while others were granted it. That is, the guidance of success after the guidance of indication. Meaning, they turned away from Islam, so they did not submit outwardly or inwardly. You have fulfilled what is required of you. For this reason, He said: [Ali 'Imran 3:20]. But it is not upon him to guide the people; rather, it is upon him to convey the message to the Ummah. If they are guided, it is for their own benefit; and if they do evil, it is against themselves. [Ali 'Imran 3:15] "All-Seeing" of them means He is aware of their conditions and aware of their suitability, who is fit for guidance and who is not. The "sight" here is both the sight of vision and the sight of knowledge. Allah the Exalted is All-Seeing of the servants by vision; nothing of them is hidden from Him. And He is All-Seeing of the servants by knowledge; nothing of their conditions is hidden from Him.
