The Shaykh : The evil eye, and everything that falls under divine decree is subject to the evil eye, even the upright person may be struck by the evil eye and deviate. ... This is a calamity that he brought upon himself. This is one of the calamities. Just as if a person seeks the truth but is not guided to someone who explains it to him, he is punished. Yes, if we suppose that a man wants to worship, he performs wudu' to pray, but he is unable to do so, then what he was doing is recorded for him as valid, and he is not deprived of the reward. But if he deviates by his own choice, saying, "So-and-so, pray," ... he is upright, then he is afflicted with the evil eye and deviates. Yes, this is something observed. That is, he deviates. It may not be a voluntary deviation. He may be afflicted, for example, with laziness, or with an illness, or something similar that keeps him away from the work. In any case, the saying of the Messenger (peace and blessings be upon him):
If the decree had preceded something, the evil eye would have preceded it. لو سبق القدر شيء لسبقته العين
indicates that the evil eye exists in everything that was created. We ask Allah for safety.
