Question:
Is it considered that the negative effects resulting from envy are part of the divine decree? And what is the opinion of the religion regarding envy, considering that envy is mentioned in the noble Book of Allah?

Answer:
Everything that exists is by the decree of Allah. Envy and everything else that comes into existence, whether harmful or beneficial, or obedience or disobedience, whether illness or otherwise, all of it has been preceded by the knowledge of Allah (Glorified and Exalted is He): :
Indeed, all things We created with predestination.إِنَّا كُلَّ شَيْءٍ خَلَقْنَاهُ بِقَدَرٍ
[Al-Qamar 54:49]

No disaster strikes upon the earth or among yourselves except that it is in a register before We bring it into being - indeed that, for Allah, is easy -مَا أَصَابَ مِنْ مُصِيبَةٍ فِي الْأَرْضِ وَلَا فِي أَنْفُسِكُمْ إِلَّا فِي كِتَابٍ مِنْ قَبْلِ أَنْ نَبْرَأَهَا إِنَّ ذَلِكَ عَلَى اللَّهِ يَسِيرٌ
[Al-Hadid 57:22]

No disaster strikes except by permission of Allah. And whoever believes in Allah - He will guide his heartمَا أَصَابَ مِنْ مُصِيبَةٍ إِلَّا بِإِذْنِ اللَّهِ وَمَنْ يُؤْمِنْ بِاللَّهِ يَهْدِ قَلْبَهُ
[At-Taghabun 64:11]

So the Lord has decreed everything: envy, sorcery, oppression, illness, the evil eye—the evil eye is real—and all of this is by the decree of Allah. Nothing happens in the dominion of Allah except that His knowledge of it preceded it. And He has prescribed treatments and medicines by which He benefits His servants, if He wills. Therefore, in the authentic hadith, the Prophet (peace and blessings be upon him) said:
Allah has not sent down a disease except that He has sent down for it a cure, and the one who knows it knows it, and the one who does not know it does not know itما أنزل الله داء إلا أنزل له شفاء، علمه من علمه، وجهله من جهله
