Is a Muslim required to search for tayammum (dry ablution with clean earth) if he does not have water, even if there is no water around him?

Machine translationRead the Arabic original
The questioner : Is a Muslim required, if he does not have water for wudu' (the ablution for prayer), to search for tayammum (dry ablution with clean earth) even if there is no water around him?

The Shaykh : No, tayammum (dry ablution with clean earth) is permitted if one does not find water. If you know that there is no water around you, this is futile. Does Allah the Exalted obligate a person to search for water when He knows that I have no water? Never. This contradicts wisdom and contradicts the Shari'ah (Islamic sacred law) of Allah the Exalted.
