His saying: [An-Nur 24:36] This indicates their honor, because a place is honored by the honor of the work performed in it, just as time is also honored by the honor of the work performed in it. Why is Ramadan honorable? Because fasting is prescribed in it and the Qur'an was revealed in it. And why is Makkah honorable? Because the rites of pilgrimage are performed in it and Allah is remembered there. As for the livestock, it is permissible. No. And for this reason, it came in the hadith:Sunan Abi Dawud 448Sahih (Al-Albani) And Ibn Abbas said: "You will decorate them just as the Jews and Christians decorated them." So decoration is something that does not befit mosques, because mosques are not houses of this world, but rather houses of work for the Hereafter. However, they should be cleaned of filth and dirt and made fragrant.
