The Shaykh : Yes, but since the intended meaning is the tribe, it is correct for the pronoun to refer to it in the plural. We have explained this to us before, and we said in it: Saba' and Saba' considering the tribe and the ancestor.
He said: It is derived from this verse:
I found [there] a woman ruling them وَجَدتُّ امْرَأَةً تَمْلِكُهُمْ
[naml:23] that a woman is not fit for kingship, because it did not say "queen," but rather said "she rules over them." Yes. The explaining commentator previously stated that he says: meaning she is their queen, and that the purpose of interpreting "she rules over them" as "queen" is out of fear that it would be said that she rules over them with a rule of enslavement rather than a rule of authority. Now, is it permissible for a woman to be a queen?

The Shaykh : No. In our Shari'ah, it is not permissible for a woman to be appointed over men, so she cannot be a queen, nor can she be a commander, nor can she be a minister, nor can she be a judge. Yes. All of this is not permissible, because the Prophet (peace and blessings be upon him) said: {A nation will not succeed if they appoint a woman to lead them}.
