Does one who has consumed riba have to return it after repenting?

Machine translationRead the Arabic original
The questioner : Shaykh, may Allah bless you, do we build upon this... regarding the matter of past riba, past riba, like, Shaykh, fornication and singing?

The Shaykh : Yes

The questioner : To the money they took... after they had consumed it.

The Shaykh : Yes

The questioner : Are they required to return it?

The Shaykh : No, they are not required to return it to the one who lent it, but they are required to return it, meaning by giving it in charity. And some scholars said that they are not required to return it due to the generality of His saying:
So whoever has received an admonition from his Lord and desists may have what is past, and his affair rests with Allah فمن جاءه موعظة من ربه فانتهى فله ما سلف وأمره إلى الله
[Al-Baqarah 2:275]
and that nothing is taken from them in order to encourage repentance.
