The Shaykh : Praise be to Allah, Lord of the worlds, and may peace and blessings be upon our Prophet Muhammad, and upon his family and all his Companions. What comes out of you during touching and caressing, and repeated looking with desire, is not considered semen, because semen is what comes out in a gush with pleasure, and it is thick, and a person feels it when it comes out with a specific sensation. But what this questioner describes is closest to pre-seminal fluid. Pre-seminal fluid does not obligate the full ritual bath; rather, it only obligates washing the private parts and the two thighs, and then performing the ablution, just like other things that come out of the two passages, which obligate the ablution. So pre-seminal fluid obligates washing the private parts and the two thighs, even if it does not touch them, and it also obligates the ablution. The scholars have mentioned that four types of things come out of the private part:
Urine, which is well known; a thick fluid passed after urination, which is a white fluid that comes out at the end of urination; pre-seminal fluid, which is a sticky fluid that comes out after desire without the man feeling it; and semen, which is this gushing fluid that comes out with pleasure and a specific sensation.
