The Shaykh : He said: "This determination was denied by the extremists of the Qadariyyah in the past, and those who deny it today are few". In my opinion, and in the past, the correct statement is "in the past."
This divine decree, meaning knowledge and writing, is denied by the extremists of the Qadariyyah, such as Ghaylan al-Thaqafi and Ma'bad al-Juhani. These people and their like used to deny this divine decree. Yes? Yes? Al-Dimashqi or al-Thaqafi.
These people deny this level. They say: Allah the Exalted does not know the actions of the servant except after they occur. He does not know the actions of the servants except after they occur, and that they were not written. And they say: The matter is new, meaning it is initiated.
As for the actions of Allah, no one denies that Allah the Exalted knows them before they occur.
The ruling in the Shari'ah for those who deny the knowledge of Allah regarding the actions of the servant is that they are disbelievers, because they lied about the statement of Allah the Exalted:
And Allah is Knowing of all things. وَاللَّهُ بِكُلِّ شَيْءٍ عَلِيمٌ
[Al-Baqarah 2:282]
so you may know that Allah is over all things competent and that Allah has encompassed all things in knowledge. لتعلموا أن على كل شيء قدير وأن الله قد أحاط بكل شيء علما
[At-Talaq 65:12]
.
These people are disbelievers, because they lied to Allah, Mighty and Majestic, regarding the fact that His knowledge encompasses everything.
He said: "As for the second level, it is the effective will of Allah and His all-encompassing power", meaning: that you believe in the effective will of Allah and His all-encompassing power, that you believe "that what Allah willed came to be, and what He did not will did not come to be, and that there is no movement or stillness in the heavens or on the earth except by the will of Allah, Glorified and Exalted is He". This level includes two things: the will and the creation:
As for the will, it is obligatory for us to believe that the will of Allah, Glorified and Exalted is He, encompasses everything.
As for its encompassing His actions, the matter in that is apparent. Is that not so?
And as for its encompassing the actions of the servant, the matter in that is also apparent.
The evidence for this—listen to the linking of the actions of Allah the Exalted to the will—Allah the Exalted said:
So if He had willed, He would have guided you all فَلَوْ شَاءَ لَهَدَاكُمْ أَجْمَعِينَ
If Allah had willed, He would have guided you لو شاء الله لهداكم
. Is guidance from His action or from our action? From His action.
And if your Lord had willed, He could have made mankind one community وَلَوْ شَاءَ رَبُّكَ لَجَعَلَ النَّاسَ أُمَّةً وَاحِدَةً
[Hud 11:118]
. Is making from His action or from our action? From His action. Good.
From the actions of the servants
If Allah had willed, those [generations] succeeding them would not have fought each other after the clear proofs had come to them. But they differed, and some of them believed and some of them disbelieved. And if Allah had willed, they would not have fought each other وَلَوْ شَاءَ اللَّهُ مَا اقْتَتَلَ الَّذِينَ مِنْ بَعْدِهِمْ مِنْ بَعْدِ مَا جَاءَتْهُمُ الْبَيِّنَاتُ وَلَكِنِ اخْتَلَفُوا فَمِنْهُمْ مَنْ آمَنَ وَمِنْهُمْ مَنْ كَفَرَ وَلَوْ شَاءَ اللَّهُ مَا اقْتَتَلُوا
[Al-Baqarah 2:253]
. And this indicates that the actions of the servants are linked to the will of Allah. And He, Mighty and Majestic, said:
And you do not will except that Allah wills وَمَا تَشَاءُونَ إِلَّا أَنْ يَشَاءَ اللَّهُ
[Al-Insan 76:30]
.
So all these evidences indicate that whatever occurs from the action of Allah or from the action of the servants is under the will of Allah, Mighty and Majestic.
You must believe that your action occurs by the will of Allah, and you testify to this. Do you not testify? For example, if you move your hand and say that Allah willed that I move my hand, is that permissible or not permissible? Hmm? It is permissible, rather, it is obligatory for you to say that Allah willed that I move my hand.
So if someone says: What informs you that Allah willed that you move your hand?
The answer is: The statement of Allah, Mighty and Majestic:
And you do not will except that Allah wills وَمَا تَشَاءُونَ إِلَّا أَنْ يَشَاءَ اللَّهُ
[Al-Insan 76:30]
.
