And praise be to Allah that the author (may Allah have mercy on him) said "If My Lord wills," because if he had not coupled his first oath with the will, it would have been a blunder, because the Messenger (peace and blessings be upon him) said regarding Sulayman:
If he had said: 'If Allah wills,' he would not have broken his vow, and this would have been a means to help him to get what he wanted. لو قال إن شاء الله لم يحنث، وكان دركا لحاجته
Sunan an-Nasa'i 3856Sahih (Darussalam)
, and when a person swears an oath regarding something, he should couple his oath with the will to make it easier, and for this reason he said:
"If My Lord wills, this will be by His power *** If He does not will"
And the second version is: "Or if He does not will", "the matter belongs to the Most Merciful"
There are two versions, because if Allah (Glorified and Exalted is He) wills to guide His servant, that is by His grace and power, or if He does not will, to whom does the matter belong? It belongs to Him (Mighty and Majestic). So we ask Allah to guide us and you to His straight path.
