[Al-Baqarah 2:255]
The pronoun “He” refers to Allah, and you know that “He” is a predicate placed before the subject, and the subject is
not ما
in His saying:
whatever is in the heavens ما في السماوات
[Al-Baqarah 2:116]
because “what” here is a relative pronoun, and the implied meaning is “To Him belongs that which is in the heavens.” The rule among rhetoricians is that placing before what is normally placed after implies restriction and exclusivity. So His saying:
to Him belongs whatever is in the heavens له ما في السماوات
[Al-Baqarah 2:116]
means it is not for anyone other than Him; everything in the heavens and the earth belongs to Allah, Lord of the worlds.
