Discussion of the interpretation of the saying of Allah the Exalted: “And it is He who sends down rain after they have despaired, and spreads His mercy. And He is the Protector, the Praiseworthy.”

The Shaykh : I seek refuge in Allah from the accursed Shaytan. Allah, Blessed and Exalted is He, said:
And it is He who sends down the rain after they had despaired and spreads His mercy. And He is the Protector, the Praiseworthy. وَهُوَ الَّذِي يُنَزِّلُ الْغَيْثَ مِنْ بَعْدِ مَا قَنَطُوا وَيَنشُرُ رَحْمَتَهُ وَهُوَ الْوَلِيُّ الْحَمِيدُ
[Surat al-Shura: 28]. What is meant by “rain” (al-ghayth)? ... And here, it is? It is the rain.

The Shaykh : Is there a difference between al-ghayth and rain (al-matar)?
The student: Yes.

The Shaykh : What is it? Al-ghayth is that by which the hardship is removed.
The student: And rain may fall, but the hardship is not removed by it.

The Shaykh : Is there evidence for this? The saying of the Prophet (peace and blessings be upon him):
It is not the custom that you do not rain, but the custom is that you rain, yet the earth grows nothing. ليس السنة ألا تمطروا ولكن السنة أن تمطروا فلا تنبت الأرض شيئا


The Shaykh : His saying:
after they had despaired من بعد ما قنطوا
[Ash-Shuraa 42:28]
Does this establish that despair is permissible, or is it a description of reality?
The student: It is a description of reality.

The Shaykh : It is a description of reality, because what is its ruling in the Shari'ah?
The student: It is not permissible.

The Shaykh : It is not permissible; rather, it is one of the major sins. Good.

The Shaykh : Reporting on reality does not mean approving it. What is the evidence for this?
There will surely be from my Ummah people who will make lawful al-hir, silk, wine, and musical instruments. ليكونن من أمتي أقوام يستحلون الحر والحرير والخمر والمعازف
And His saying:
you will certainly follow the practices of your predecessors لتركبن سنن من كان قبلكم اليهود والنصارى

And His reporting that the old woman would go from such a place to such a place, fearing nothing but Allah—this reporting on reality does not imply its permissibility or approval.

The Shaykh : The guardianship (wilayah) of Allah, Blessed and Exalted is He, is divided? Into general and specific. The specific is exclusive to whom? To the believers. What is the evidence? His saying, the Exalted:
Allah is the ally of those who believe. He brings them out الله ولي الذين آمنوا يخرجهم ...
[Al-Baqarah 2:257]
. The general guardianship? His saying:
Then they His servants are returned to Allah, their true Lord ثم ردوا إلى الله مولاهم الحق
[Al-An'am 6:62]
And it is general for all people.

The Shaykh : Al-Hamid (the Praiseworthy) is a form of fa'il meaning? Meaning al-mahmud (the Praised). Is there in the Arabic language a form of fa'il meaning maf'ul (passive)? Qatil (a corpse) meaning maqtul (killed). Good. It means that Allah is praised for His guardianship. Hamid means for His guardianship, so whatever Allah, Mighty and Majestic, decrees in His dominion, He is praised for it.
