The benefits of the saying of Allah the Exalted: “And it is He who sends down rain after they have despaired, and spreads His mercy. And He is the Protector, the Praiseworthy.”

Among the benefits of this noble verse is that the sending down of rain is in the hand of Allah (Mighty and Majestic), as He said:
And it is He who sends down the rain وهو الذي ينزل الغيث
[Ash-Shuraa 42:28]

And among its benefits is that the sending down of rain removes hardship, for rain is the removal of hardship.
And among the benefits of this noble verse is that a person does not have patience; the nature of man is that he does not have patience, so despair and hopelessness regarding the mercy of Allah take hold of him. What is obligatory for a person is not to despair of the mercy of Allah, as He (Mighty and Majestic) said:
Say, "O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah قُلْ يَا عِبَادِيَ الَّذِينَ أَسْرَفُوا عَلَى أَنْفُسِهِمْ لا تَقْنَطُوا مِنْ رَحْمَةِ اللَّهِ
[Az-Zumar 39:53]
And He said regarding Ibrahim:
And who despairs of the mercy of his Lord except for those astray?" ومن يقنط من رحمة ربه إلا الضالون
[Al-Hijr 15:56]
So it is obligatory for you, when evil befalls you, not to despair. It is obligatory that you have patience and seek reward from Allah. The permanence of a state is impossible, but Allah (Blessed and Exalted is He) mentions things according to reality, not according to what is befitting for a person in terms of adhering to patience and awaiting relief.
And among the benefits of this noble verse is that the sending down of rain is a mercy, as He said:
and spreads His mercy وينشر رحمته
This is according to the author’s interpretation that the mercy intended is the rain. We have mentioned that mercy is broader than that, and it includes the sending down of rain, the growth of the earth, the fattening of livestock, and the abundance of transactions and movements.
And among the benefits of this noble verse is the affirmation of the guardianship of Allah (Mighty and Majestic) for all creation, as He said:
And He is the Guardian وهو الولي
And He did not restrict it.
Know that the guardianship of Allah the Exalted is of two types: special guardianship and general guardianship. General guardianship is that which includes the guardianship of Allah (Glory and Exaltation be upon Him) for all servants, their believers and disbelievers, their righteous and wicked, their young and old, their males and females. This is general. Among its examples is the saying of Allah the Exalted:
Then they His servants are returned to Allah, their true Lord ثم ردوا إلى الله مولاهم الحق
[Al-An'am 6:62]
This is from the general guardianships because the intended meaning refers to the disbelievers.
Special guardianship is that which is for the believers only, and its evidence is the saying of Allah the Exalted:
Allah is the ally of those who believe. He brings them out from darknesses into the light. And those who disbelieve - their allies are Taghut. They take them out of the light into darknesses الله ولي الذين آمنوا يخرجهم من الظلمات إلى النور والذين كفروا أوليائهم الطاغوت يخرجونهم من النور إلى الظلمات
[Al-Baqarah 2:257]
So what is the difference between the special and the general? The difference between them in the place is apparent. General guardianship includes everyone, while special guardianship is for the believers. The difference between them is also in terms of effect or influence: special guardianship necessitates the guidance of Allah (Blessed and Exalted is He) for the servant in guidance and other matters, whereas general guardianship does not necessitate that. Indeed, the disbelievers—Allah is their Guardian in the general sense—yet He did not guide them because wisdom dictates that He not guide them.
And among the benefits of this noble verse is that the guardianship of Allah the Exalted is praiseworthy in all circumstances, as He said:
the Guardian, the Praiseworthy الولي الحميد
Correlate this with the saying of Allah the Exalted:
And He is the Rich, the Praiseworthy وهو الغني الحميد
You will find a complete correspondence. The Generous, the Praiseworthy is the One who is praised for His generosity such that He enriches whomever He wills. The Guardian, the Praiseworthy is the One who is praised for His guardianship such that He grants special guardianship to whomever He wills and withholds it from whomever He wills. In any case, His guardianship is praiseworthy and His generosity is praiseworthy, (Mighty and Majestic).
