Q: What is the time for combining the two prayers, and what is the time for Witr?

A: Combining the two prayers is done at the beginning of the time or at the end of it; the matter regarding combining is broad. The pure Shari'ah has indicated its permissibility during the time of the first prayer, the second prayer, or between them; because their time becomes one time for the one with an excuse, such as the traveler and the sick person. It is permissible to speak between the two combined prayers to the extent that need requires.
As for Witr, its time begins from the completion of the 'Isha' prayer, even if it is combined with Maghrib by combining them in advance, and it ends with the rising of the dawn.
We ask Allah to grant us and you understanding in His religion, and to keep us and you firm upon it until we meet Him. Indeed, He is Generous and Noble. And success is from Allah.
