Q: Is giving charity on behalf of the deceased at the time of burial and reciting the Qur'an for a fee lawful or forbidden?

A: Praise be to Allah. Giving charity on behalf of the deceased at the time of death is not prescribed; because that has not been transmitted in the Shari'ah for this specific case, and acts of worship are based on divine text. However, if one gives charity on his behalf without restricting it to the time of death, there is nothing wrong with it; in fact, it is an act of drawing near to Allah and there is reward for the one who gives and for the deceased; because of the authentic hadith that a woman passed away and her son said: O Messenger of Allah, will she have reward if I give charity on her behalf? The Prophet (peace and blessings be upon him) said:

The scholars have reached consensus that the deceased benefits from charity and supplication.
As for reciting for a fee, it is not permissible, whether for a living person or a deceased one; because that has not been transmitted in the pure Shari'ah. Shaykh al-Islam Ibn Taymiyyah mentioned that he is not aware of any disagreement among the scholars regarding the prohibition of taking a fee for reciting the Qur'an.
And in the authentic hadith
He who did any act for which there is no sanction from our behalf, that is to be rejected.من عمل عملًا ليس عليه أمرنا فهو رد
Sahih Muslim 1718b
meaning: it is rejected. Likewise, reciting for the deceased and others, even without a fee, has no basis in the Shari'ah to rely upon.
