The menstruating woman makes up the fasting she owes

Machine translationRead the Arabic original
Question:
I have a sister who has not made up the days she missed during her menstrual periods for several years, due to her ignorance of the ruling, especially since some laypeople told her: she does not have to make up the missed fasts. What is required of her?

Answer:
She must seek forgiveness from Allah and repent to Him, and she must fast the days she missed and feed one poor person for each day, as a group of the Companions of the Prophet (peace and blessings be upon him) issued a ruling to that effect. The amount is half a sa' (a dry measure of about 3 kg), which is one and a half kilograms. This obligation is not waived for her by the statement of some ignorant women that she owes nothing.
Aisha (may Allah be pleased with her) said:
we were ordered to complete the fasts, but were not ordered to complete the prayersكنا نؤمر بقضاء الصوم ولا نؤمر بقضاء الصلاة
Sahih Muslim 335c
It is agreed upon by al-Bukhari and Muslim. If the second Ramadan arrives before she has made up the fasts, she has committed a sin, and she must make up the fasts, repent, and feed one poor person for each day if she is able. If she is poor and cannot afford to feed them, fasting along with repentance is sufficient for her, and the feeding is waived. If she cannot count the days she owes, she acts according to her estimate and fasts the days she thinks she missed from Ramadan, and that is sufficient for her; because of the saying of Allah (Glorified and Exalted is He) :
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[Surat al-Taghabun: 16]. And out of Allah's mercy, prayer is waived for her due to the hardship involved in making it up.
And the sick must strive to pray according to their ability, even if they pray in clothes that have ritual impurity if they cannot wash them and cannot find pure clothes. They must pray with dry ablution (tayammum) if they cannot perform ablution with water, based on the previous verse, which is His saying (Glorified and Exalted is He):
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[At-Taghabun 64:16]
. They may pray even if they are not facing the qiblah (the direction of prayer) if they are unable to face it. The sick person must pray according to his capacity, standing, sitting, on his side, or lying down; because of the saying of the Prophet (peace and blessings be upon him) to 'Imran ibn Husayn, who was sick:
offer prayer in standing condition; if you are unable to do so, then in sitting condition: if you are then at your sideصل قائمًا فإن لم تستطع فقاعدًا، فإن لم تستطع فعلى جنب، فإن لم تستطع فمستلقيًا
Sunan Abi Dawud 952Sahih (Al-Albani)
Narrated by al-Bukhari in his Sahih and al-Nasa'i in his Sunan, and this is the wording of al-Nasa'i.
Except if the sick person has lost his mind, in which case he does not have to make up the prayers; because of the saying of the Prophet (peace and blessings be upon him):
The pen is lifted from three: from the sleeping person until he wakes up, from the insane person until he regains consciousness, and from the child until he reaches puberty.رُفع القلم عن ثلاثة: عن النائم حتى يستيقظ، وعن المجنون حتى يفيق، وعن الصغير حتى يبلغ
Sunan al-Bayhaqi 18:992
But if the loss of mind lasts two or three days due to illness and then he regains consciousness, he must make up the prayers; because, in the state described, he is like a sleeping person. And success is from Allah.
