The questioner : Many questions are asked saying, "Do the people of Makkah have a lesser pilgrimage?" Also, many questions are asked, "Is it prescribed to perform a lesser pilgrimage for my deceased father or mother?"

The Shaykh : Yes. If the people of Makkah, for example, leave Makkah for a purpose and go to al-Ta'if, for instance, and then return, they return with a lesser pilgrimage, and there is no blame on them.
As for if they leave Makkah to perform the lesser pilgrimage, meaning to enter the state of ihram from al-Tan'im, for example, and perform the lesser pilgrimage, there is scholarly disagreement on this, and the closest view, and Allah knows best, is that there is nothing wrong with it. However, repeating the lesser pilgrimage is what has no evidence for it, and the people of Makkah do not repeat the lesser pilgrimage. For this reason, we say there are not two lesser pilgrimages in one journey.
As for the one who wants to perform the lesser pilgrimage for his parents in Ramadan, supplicating for them is better, due to the saying of the Prophet (peace and blessings be upon him):
When a man dies, his deeds come to an end, except for three: A continuous charity, knowledge by which people derive benefit, pious son who prays for him. إذا مات الإنسان انقطع عمله إلا من ثلاث صدقة جارية أو علم ينتفع به أو ولد صالح يدعو له
