Is performing Hajj on behalf of one's parents better than building a mosque?

Machine translationRead the Arabic original
Question: What is your opinion regarding a son showing dutifulness to his parents by performing Hajj, when there is a mosque that needs to be built? Is it better for him to donate to the construction of the mosque, or to perform Hajj on behalf of his parents?

Answer: If there is a pressing need to build the mosque, then he should spend the cost of Hajj voluntarily on the construction of the mosque; because of the great benefit, its permanence, and its assistance to Muslims in establishing prayer in congregation.
However, if there is no pressing need to spend the cost—meaning the cost of voluntary Hajj—on the construction of the mosque, because there are others who will build it besides the one performing Hajj, then performing Hajj voluntarily on behalf of his parents, whether by himself or by someone else who is trustworthy, is better, if Allah wills. But he should not combine them in one Hajj; rather, he should perform Hajj for each one individually.
