Question: The virtue of the blessed month of Ramadan over the other months, its last ten nights over the nights of the year, and the Night of Decree, which is better than a thousand months: Is the Night of Decree fixed to a specific date? Or is it in the last ten nights of the noble month of Ramadan?

Answer: The Prophet (peace and blessings be upon him) informed us that the Night of Decree is in the last ten nights of Ramadan, and he (peace and blessings be upon him) clarified that the odd nights of the ten are more emphasized than the even ones. So whoever stands them all in prayer will attain the Night of Decree. It is authentic from the Messenger of Allah (peace and blessings be upon him) that he said:
Whoever spends the night of Lailat Al-Qadr in prayer out of faith and in the hope of reward, he will be forgiven his previous sins.من قام ليلة القدر إيمانًا واحتسابًا غفر له ما تقدم من ذنبه
Sunan an-Nasa'i 2193Sahih (Darussalam)
The meaning is that whoever stands them in prayer and other types of worship: such as recitation, supplication, charity, and the like, believing that Allah has prescribed that and seeking the reward from Him, without showing off or for any other worldly purpose, Allah will forgive him what has passed of his sins.
And this, according to the majority of scholars, is conditioned by avoiding major sins, due to the saying of the Prophet (peace and blessings be upon him):
The five [daily] prayers, Friday to Friday and Ramadan to Ramadan make atonement for what has happened since the previous one when major sins have been avoided.الصلوات الخمس، والجمعة إلى الجمعة، ورمضان إلى رمضان، مكفرات لما بينهن إذا اجتنبت الكبائر

It was narrated by Imam Muslim in his Sahih.
So we ask Allah to make all Muslims, in every place, successful in standing them in prayer, with faith and seeking reward. Indeed, He is Generous and Noble.
