He said, "Perhaps your Lord will destroy your enemy and grant you succession in the land and see how you will do." قَالَ مُوسَى لِقَوْمِهِ اسْتَعِينُوا بِاللَّهِ وَاصْبِرُوا إِنَّ الْأَرْضَ لِلَّهِ يُورِثُهَا مَنْ يَشَاءُ مِنْ عِبَادِهِ وَالْعَاقِبَةُ لِلْمُتَّقِينَ * قَالُوا أُوذِينَا مِنْ قَبْلِ أَنْ تَأْتِيَنَا وَمِنْ بَعْدِ مَا جِئْتَنَا قَالَ عَسَى رَبُّكُمْ أَنْ يُهْلِكَ عَدُوَّكُمْ وَيَسْتَخْلِفَكُمْ فِي الْأَرْضِ

O my people, enter the Holy Land which Allah has assigned to you and do not turn back [from fighting in Allah 's cause] and [thus] become losers." يَا قَوْمِ ادْخُلُوا الْأَرْضَ الْمُقَدَّسَةَ الَّتِي كَتَبَ اللَّهُ لَكُمْ وَلَا تَرْتَدُّوا عَلَى أَدْبَارِكُمْ فَتَنْقَلِبُوا خَاسِرِينَ
[Al-Ma'idah 5:21]

And upon Allah rely, if you should be believers." قَالَ رَجُلَانِ مِنَ الَّذِينَ يَخَافُونَ أَنْعَمَ اللَّهُ عَلَيْهِمَا ادْخُلُوا عَلَيْهِمُ الْبَابَ فَإِذَا دَخَلْتُمُوهُ فَإِنَّكُمْ غَالِبُونَ وَعَلَى اللَّهِ فَتَوَكَّلُوا إِنْ كُنْتُمْ مُؤْمِنِينَ

So the fā' here is a conjunction, and it is possible that the fā' here is for the improvement of the wording, because the fā' may come as extra grammatically, but it is for the improvement of the wording, and the original is "Upon Allah rely." And this view is supported by the fact that we have a conjunction, which is the wāw, and it is not possible to conjoin a sentence with two conjunctions. If I said "wa fa 'ala Allah wa fa tuwakkalu 'ala Allah," does the speech make sense? It does not make sense. So the fā' is for the improvement of the wording, as it is in His saying the Exalted:
Rather, worship [only] Allah بل الله فاعبد
[Az-Zumar 39:66]
and the intended meaning is "But Allah, worship Him."
And his statement:
And upon Allah rely, if you should be believers." فتوكلوا إن كنتم مؤمنين
[Al-Ma'idah 5:23]
"In" is conditional, the verb of the condition is "you are," and the answer to the condition is said to be omitted, indicated by what came before it, and the intended meaning of the speech is "If you are believers, then rely." And it is said that with such an order, it does not need an answer, sufficing with what preceded it, so what preceded it is as if it is a verb suspended by this thing. And this is more likely, because the original is what? The original is no omission. And as long as the intended meaning is not forced upon us, the first option is not to do it.
