As Allah the Exalted said:
Do you not know that Allah knows what is in the heaven and earth? Indeed, that is in a Record. Indeed that, for Allah, is easy. أَلَمْ تَعْلَمْ أَنَّ اللَّهَ يَعْلَمُ مَا فِي السَّمَاءِ وَالْأَرْضِ إِنَّ ذَلِكَ فِي كِتَابٍ إِنَّ ذَلِكَ عَلَى اللَّهِ يَسِيرٌ
[Al-Hajj 22:70]
Do you not know? ألم تعلم
O Prophet, or O addressed one? O addressed one is more general
that Allah knows what is in the heaven and earth أَنَّ اللَّهَ يَعْلَمُ مَا فِي السَّمَاءِ وَالْأَرْضِ
[Al-Hajj 22:70]
This is general.
Indeed, that is in a record إِنَّ ذَلِكَ فِي كِتَابٍ
and it is the Preserved Tablet.
Indeed, that - meaning the writing - is easy for Allah إِنَّ ذَلِكَ - أي الكتابة - عَلَى اللَّهِ يَسِيرٌ
and it is not difficult.
And He said:
No disaster strikes upon the earth or among yourselves except that it is in a register before We bring it into being مَا أَصَابَ مِنْ مُصِيبَةٍ فِي الْأَرْض وَلا فِي أَنْفُسِكُم إِلَّا فِي كِتَاب مِنْ قَبْلِ أَنْ نَبْرَأَهَا
[Al-Hadid 57:22]
meaning before we create it, and it is the Preserved Tablet.
The pronoun in "it" in "before we bring it forth" could refer to the disaster, it could refer to the souls, and it could refer to the earth. All of these are correct, so the disaster was written before Allah, Mighty and Majestic, created it,
Indeed, that is easy for Allah إِنَّ ذَلِكَ عَلَى اللَّهِ يَسِيرٌ
and in the verse
In order that you not despair over what has eluded you and not exult [in pride] over what He has given you لكي لا تأسوا على ما فاتكم ولا تفرحوا بما آتاكم
[Al-Hadid 57:23]

Indeed, Allah does not like everyone self-deluded and boastful. إن الله لا يحب كل مختال فخور
[Luqman 31:18]

He has written in the Preserved Tablet what He willed, and when He creates the body of the fetus before the creation of the spirit within it, or after, before the blowing of the breath? He sent to it an angel and commanded him with four words, and it is said to him: Write, his provision, his lifespan, his deeds, and whether he is wretched or happy بعث إليه ملكاً وأمره بأربع كلمات، فيقال له : اكتب، رزقه، وأجله، وعمله، وشقي أم سعيد
and the like of that"

The author, may Allah have mercy on him, says: "and the like of that" The like of that. We have a third determination remaining, which is the annual determination, and that is what occurs on the Night of Decree, for on the Night of Decree is written what will happen in that year, as Allah the Exalted said:
(4) On that night is made distinct every precise matter - (5) [Every] matter [proceeding] from Us. Indeed, We were to send [a messenger] فيها يفرق كل أمر حكيم أمرا من عندنا إنا كنا مرسلين
[Ad-Dukhan 44:4-5]
