that is, encompassing wisdom. For this reason, in the Night of Decree, what will happen in that year is decreed; what will happen in that year is decreed.
The types of decree are as follows: First, the general prior decree, which is in the Preserved Tablet.
For when Allah the Exalted created the Pen, He said to it: "Write." It said: "My Lord, what should I write?" He said: "Write what is to be until the Day of Resurrection." فإن الله تعالى لما خلق القلم قال له اكتب قال رب وماذا أكتب ؟ قال : اكتب ما هو كائن إلى يوم القيامة
So it proceeded in that hour with what is to be until the Day of Resurrection. Thus, everything that occurs in the universe is written in the Preserved Tablet.
The second writing is the lifetime writing, which is what is written for the fetus in the womb of its mother. Indeed, Allah (Glorified and Exalted is He), when creating the fetus, creates it in stages, as He the Exalted said:
While He has created you in stages? وقد خلقكم أطوارا
[Nuh 71:14]
The first stage is the stage of the nutfah (drop of semen), which is forty days, forty days. The nutfah is a drop of semen. This nutfah forms gradually until it reaches forty days, when it becomes an 'alaqah (clot of blood). It remains in this stage for forty days, then it transforms into a mudghah (lump of flesh) the size of what a person chews in his mouth. It remains in this stage for forty days. So how many days is that? Forty and forty and forty, one hundred and twenty days. When the fetus reaches one hundred and forty days in the womb of its mother, Allah sends to it the angel in charge of wombs, and he breathes into it the soul and is commanded to write its provision, its lifespan, its deeds, and whether it will be wretched or happy. This decree is called the lifetime decree. Every person is decreed this. These are three decrees; these are two decrees. The third decree is the annual decree, which occurs in the Night of Decree. For this reason, He the Exalted said:
On that night is made distinct every precise matter - فيها يفرق كل أمر حكيم
[Ad-Dukhan 44:4]
