We ask your eminence about the meaning of the saying of Allah, the Exalted:
Hajj is [during] well-known monthsالْحَجُّ أَشْهُرٌ مَّعْلُومَاتٌ
[Al-Baqarah 2:197]
May Allah reward you with good?

Answer: Allah, the Exalted, says:
Hajj is [during] well-known months, so whoever has made Hajj obligatory upon himself therein [by entering the state of ihram], there is [to be for him] no sexual relations and no disobedience and no disputing during Hajj. And whatever good you do - Allah knows it. And take provisions, but indeed, the best provision is fear of Allah. And fear Me, O you of understanding.الْحَجُّ أَشْهُرٌ مَّعْلُومَاتٌ فَمَن فَرَضَ فِيهِنَّ الْحَجَّ فَلاَ رَفَثَ وَلاَ فُسُوقَ وَلاَ جِدَالَ فِي الْحَجِّ وَمَا تَفْعَلُواْ مِنْ خَيْرٍ يَعْلَمْهُ اللّهُ وَتَزَوَّدُواْ فَإِنَّ خَيْرَ الزَّادِ التَّقْوَى وَاتَّقُونِ يَا أُوْلِي الأَلْبَابِ
[Surat al-Baqarah: 197].
The meaning of the verse is that Hajj is entered into during known months, which are: Shawwal, Dhu al-Qa'dah, and the first ten days of Dhu al-Hijjah. These are the months. This is what is intended by the verse, and Allah called them "months" because the Arabs' rule is that when they add part of a third to two, they apply the name of the plural to them.
And His saying, the Exalted:
so whoever has made Hajj obligatory upon himself thereinفَمَن فَرَضَ فِيهِنَّ الْحَجَّ
[Al-Baqarah 2:197]
means: He obligated Hajj upon himself by entering into the state of ihram for Hajj, for it becomes forbidden for him to engage in rafath, fisq, and jidal.
Rafath is: sexual intercourse and its incitements. So he must not have intercourse with his wife after he has entered into ihram, nor speak or do anything that incites him to intercourse. And fisq is: all sins, such as undutifulness to parents, severing family ties, consuming riba, consuming the orphan's wealth, backbiting, talebearing, and other sins.
Jidal means: disputing and arguing without right. So it is not permissible for one in ihram for Hajj, or 'Umrah, or both, to argue without right. Likewise, even in what is right, he should not argue about it, but rather clarify it with wisdom and good speech. If the argument drags on, he should leave it. However, he must clarify the truth with wisdom, good admonition, and the best kind of argument. This type is not forbidden; rather, it is commanded in His saying, the Exalted:
Invite to the way of your Lord with wisdom and good instruction, and argue with them in a way that is bestادْعُ إِلِى سَبِيلِ رَبِّكَ بِالْحِكْمَةِ وَالْمَوْعِظَةِ الْحَسَنَةِ وَجَادِلْهُم بِالَّتِي هِيَ أَحْسَنُ
[Surat al-Nahl: 125].
