Question: Some people stay overnight outside Muzdalifah because they are prevented from stopping their cars there, so they overstep and stay in Mina. Do they have to offer a sacrificial animal?

Answer: If he cannot find a place in Muzdalifah or the soldiers prevent him from getting off there, he owes nothing; for Allah the Exalted said:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[Surat al-Taghabun: 16]. But if it is due to his negligence, he must offer a sacrificial animal along with repentance.
