Question: Some people perform the lesser pilgrimage in Shawwal, then go to Madinah for visitation, and after that they will perform the major pilgrimage as ifrad and do not offer a sacrificial animal.

Answer: It is obligatory for the one who performs the lesser pilgrimage in Shawwal, or in Dhul-Qa'dah, or in the first ten days of Dhul-Hijjah, and then enters the state of ihram for the major pilgrimage as ifrad, whether that is from the miqat of Madinah or elsewhere, or from within Makkah, to offer the sacrificial animal of tamattu'. This is: one head of sheep, or one-seventh of a camel, or one-seventh of a cow, of what is acceptable for the 'Id sacrifice. Because, in the situation described, he is in the ruling of the one performing tamattu'. And Allah the Exalted said:
then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animalsفَمَن تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ
[Surat al-Baqarah:196]. The sacrificial animal is not waived for him by traveling to Madinah, according to the more correct of the two opinions of the scholars, except if he returns to his country, and then comes back with an ifrad pilgrimage, in which case he owes nothing.
