Question: What is the ruling on one who did not pay close attention to the arrival tawaf, meaning he was overcome by doubt as to whether he completed seven circuits or not, and then he performed sa'y?

Answer: If the doubt arose after the tawaf or when leaving the tawaf, then a doubt that arises afterwards is not to be heeded. However, if the doubt occurs while he is performing tawaf, it is obligatory for him to complete it. So if he doubts whether he performed six or seven circuits, he must complete the seventh.
As for if the doubt did not arise until after that, and it appears to him that he had completed it, but then Satan came and made him doubt afterwards, then there is no action to be taken regarding the doubt. And if the doubt was from the time of the tawaf, he must repeat the tawaf. If it was the arrival tawaf for one who came from a foreign land, the arrival tawaf from a foreign land suffices for him in place of the tawaf of ifadah afterwards, if he was performing qiran or ifrad and remained in his state of ihram. Then his tawaf after Hajj suffices for him in place of the arrival tawaf.
As for if he was performing tamattu' and performed the arrival tawaf but was not certain at that moment, it is considered as if he did not perform it. But he becomes one performing qiran if he was performing tamattu' and entered ihram for Hajj, he becomes one performing qiran; because his tawaf is considered void. As for if the doubt arose after that, this doubt is not considered; because doubt after the act of worship is not to be heeded.
