The ruling on one who began 'Umrah but did not complete it
Machine translationRead the Arabic original
Question: It was Allah’s decree that I go to perform 'Umrah in the blessed month of Ramadan that just passed. When I began the tawaf, the crowd was so heavy that I did not complete it, so I left Makkah and returned to my city, and that was on the night of the twenty-seventh. I ask our Shaykh, may Allah preserve him, what is required of me, knowing that, praise be to Allah, I am in good health? Please inform us; may Allah reward you.
Answer: You made a mistake in what you did, may Allah forgive us and you. [Surat al-Baqarah:196].
The scholars have agreed that it is obligatory for one who enters the state of ihram for Hajj or 'Umrah to complete it, and that he should not exit the state of ihram from them except after finishing the acts of 'Umrah, or the acts that permit him to exit the state of ihram from the acts of Hajj, except for the one who is prevented (muhassar) and the one who has made a condition, if his condition is verified.
So you must repent for what you did, and along with that, you must put on the clothes of ihram again, avoid the prohibitions of ihram, and go to Makkah to complete the 'Umrah; for the tawaf, sa'y, and shaving or shortening the hair. And you must offer a sacrificial animal, which is: one-seventh of a camel, or one-seventh of a cow, or one head of sheep; a two-year-old goat or a one-year-old sheep, if you had intercourse with your wife during the period mentioned. And you must go to the miqat from which you first entered the state of ihram and enter the state of ihram for a new 'Umrah, and perform its rituals; as making up for the defective 'Umrah due to intercourse, along with repenting for what you did, as mentioned before. And if you knew the ruling, and that this action was not permissible for you, then you must feed six poor people; for each poor person, half a sa' of the staple food of the land, such as wheat or rice or other, or slaughter a sheep, or fast three days for wearing sewn clothes, and the same for covering the head, and the same for using perfume, and the same for clipping the nails, and the same for shaving the hair during the period mentioned. But if you were ignorant, then you owe nothing of the expiation mentioned; because of the saying of Allah, the Exalted: [Surat al-Baqarah:286]. And it is authentic from the Messenger of Allah (peace and blessings be upon him) that Allah answered this supplication, and for other evidence in that matter. And Allah grants success.

And complete the Hajj and 'umrah for Allah
