Ruling on the departure of one who is not a resident of Makkah before he bids farewell to the House

Question: We are residents of Jeddah. We came last year for Hajj and completed all the rituals except for the Farewell Tawaf, which we postponed until the end of the month of Dhu al-Hijjah. After the crowds had thinned, we returned. Is our Hajj valid?

Answer: If a person performs Hajj and delays the Farewell Tawaf to another time, his Hajj is valid, and he must perform the Farewell Tawaf when he leaves Makkah. If he is outside Makkah, like the people of Jeddah, Ta'if, and Madinah, and those similar to them, he may not depart until he bids farewell to the House by performing a Tawaf of seven circuits around the Ka'bah, without Sa'y; because the Farewell does not include Sa'y, but only Tawaf.
If he leaves without bidding farewell to the House, he must sacrifice an animal according to the majority of the scholars, which is slaughtered in Makkah and distributed to the poor and needy. His Hajj is valid, as mentioned earlier. This is the position of the majority of the scholars. Therefore, the Farewell Tawaf is an obligatory ritual according to the most correct opinion of the scholars. It is established from Ibn Abbas (may Allah be pleased with him and his father) that he said: "Whoever leaves a ritual or forgets it, let him shed blood." This is a ritual that the person left intentionally, so he must shed blood by sacrificing an animal in Makkah for the poor and needy. The fact that he returns afterwards does not absolve him of this. This is the preferred opinion, and this is the stronger opinion in my view, and Allah knows best.
