Praise be to Allah, Lord of the worlds, and may the blessings and peace be upon His servant and Messenger, our Prophet Muhammad, and upon his family and his Companions, and upon those who follow them with excellence until the Day of Judgment. As for what follows:
There is no doubt that Allah (Glorified and Exalted is He) prescribed for the pilgrim to bid farewell to the House before he leaves for his homeland. It is established from the Prophet (peace and blessings be upon him) that he said: Muslim narrated it in his Sahih. And Ibn Abbas (may Allah be pleased with them both) said: "The people were commanded that their last visit should be to the House, except that it was made easier for the menstruating woman." It is agreed upon by al-Bukhari and Muslim.
The correct view is that it is obligatory; because the original ruling of a command is obligation, and the original ruling of a prohibition is forbiddance. So it is obligatory for every pilgrim, male or female, to bid farewell to the House before he leaves Makkah for his homeland after he has finished the rituals of Hajj, after he has stoned the pillars on the twelfth day if he hastens, or on the thirteenth day if he does not hasten.
