The first question of Fatwa No. ( 6620 )
Q1: A man had previously performed Hajj for himself, then performed Hajj this year on behalf of another person and completed all the rituals and stations, except that he did not perform the Farewell Tawaf. However, after stoning the pillars, he went to the miqat, entered the state of ihram for 'Umrah, performed tawaf and sa'y, and then left Makkah for his country. Is the Farewell Tawaf obligatory upon him? Please inform us, may Allah reward you with good.
A1: If the situation is as described, it is obligatory for him to offer a sacrificial animal suitable for 'Id al-Adha as expiation for leaving the Farewell Tawaf after completing his Hajj. His tawaf for his 'Umrah does not suffice for his tawaf for his Hajj, because the obligation of the sacrifice became established upon him by his exiting to the miqat before the Farewell Tawaf.
