The ruling on one who divorces his wife seventy times with a single phrase

Question: From 'Abd al-'Aziz ibn 'Abd Allah ibn Baz to the honorable brother, the esteemed judge of the Tarbah Court, may Allah grant you success in all good, amen.
Peace be upon you, and Allah's mercy and blessings. After that:
O beloved, your noble letter, number (692), dated 24/12/1386 AH, which is a response to our letter inquiring about how the husband A. H. divorced his wife, has been received. May Allah guide you. You mentioned that the aforementioned husband appeared before you, along with the wali (guardian) of the aforementioned woman, and two witnesses were present with them. The aforementioned husband acknowledged in the presence of the witnesses, saying: "Yes, I divorced my wife in my brother's house seventy times with a single phrase on 17/12/1386 AH."
And he took her back (mujawwib) at that time. And when the witnesses were asked about what the husband said, they confirmed the truth of what the husband mentioned. Likewise, the brother of the divorced woman answered, saying: "It is true what the husband mentioned; it was known that he had not divorced his wife except this one time."

Answer: Based on what you have mentioned, I have issued a fatwa to the aforementioned man that his divorce, as referred to, resulted in a single divorce (talaq), and his taking her back is valid, provided that this is established with you. This is because it is authentically reported from the Prophet (peace and blessings be upon him) what indicates the aforementioned fatwa, as is not hidden. We have informed the husband that his aforementioned divorce is an abomination (munkar) and that he must repent from it. We have also explained to him the divorce in accordance with the Sunnah. I hope that you will inform the woman's wali of this. May Allah reward you, guide your steps, and rectify the conditions of everyone—amen—and may Allah take care of you.
And peace be upon you and the mercy of Allah and His blessings.
