Question: From 'Abd al-'Aziz ibn 'Abd Allah ibn Baz to the honorable brother, the esteemed judge of the Court of Guarantees and Marriages in Riyadh, may Allah guide him to all good. Amen.
Peace be upon you, and Allah's mercy and blessings. After that:
O Beloved: Your noble letter, number (none) and dated 5/4/1393 AH, which is a response to my letter number (551) and dated 27/3/1393 AH, has been received. May Allah guide you to the right path. I have reviewed the attached report detailing the appearance of the husband and his divorced wife before you, and your investigation into the nature of the divorce pronounced by the aforementioned husband upon the aforementioned wife, its number, and the aforementioned husband's admission that he divorced her in the month of Rabi' al-Thani of the year 1392 AH with a single divorce, and then divorced her with three divorces in a single utterance in the month of Dhu al-Qa'dah of the year 1393 AH, and did not divorce her except for that. The wife confirmed his statement in all of the above and admitted that he did not divorce her except for the aforementioned divorce. This is the end of the matter. The aforementioned husband also admitted to me that he took her back after the first divorce, and he claimed that he took her back two days after the second divorce, so he said.

Answer: Based on all of the above, I issued a ruling to him that two divorces have occurred regarding his aforementioned wife: one by the first divorce, and the second by the final divorce, which took place in Dhu al-Qa'dah of the year 1393 AH. This is because it is authentically established from the Messenger of Allah (peace and blessings be upon him) what indicates that his final divorce is considered a single divorce. As for his claim of taking her back after the second divorce, it requires evidence. If it is established before you that he took her back after the second divorce while she was in the waiting period, then she is his wife without the need to renew the marriage contract. If that is not established before you, she is not lawful to him except through a new marriage with its conditions that are valid in the Shari'ah, as is clear. She has one divorce remaining. We have informed the husband that pronouncing three divorces is not permissible, and that he must repent from that.
I hope you will inform them of this. May Allah reward your efforts and reward you with good for all of it.
