From 'Abd al-'Aziz ibn 'Abd Allah ibn Baz, to the honorable brother S. A. M., may Allah guide him to all that is good, amen.
Peace be upon you, and the mercy of Allah and His blessings. After that:
Your letter dated 25/12/1390 AH, which is a response to my letter number 2379, dated 16/12/1390 AH, has been received, may Allah guide you. I understood what you mentioned regarding your inability to bring the woman's guardian to Shaykh M. 'A. M., and that he was not aware of the situation, nor did he wish to be informed of it, and your desire for a fatwa, which was known.
Upon reviewing your previous letter, it became clear that you divorced with one pronouncement, and prohibited yourself twice from leaving smoking, then you returned to it, and that you have been abstaining from your wife until now.

Answer: If your intention in this statement was to prevent yourself from smoking, rather than to separate from your wife if you smoked, then it is considered in the ruling of oaths, and you owe two expiations for it: one for the oath of divorce, and the second for the oath of prohibition. Both are feeding ten poor people, with a sa' of the local staple food for each poor person; half is for the oath of divorce, and the other half is for the oath of prohibition. If you feed them breakfast or dinner twice, that suffices.
And you must repent for what you did, because smoking is forbidden, foul, harmful to religion and health, weakening of faith, and angering of Allah (Glorified and Exalted is He). It is obligatory for you to leave it and beware of it, and to seek Allah's help in doing so.
May Allah guide us and you to His straight path, and protect us and you from the whispers of Satan; indeed, He is Generous and Bountiful.
And peace be upon you and the mercy of Allah and His blessings.
