Q: If a person asks for ruqyah... should he be answered?

Answer:
He knows his own condition best; if he requests it, he knows his own condition best. The one asked is given a choice: if he wishes, he answers, and if he wishes, he declines... The one asked is given a choice. If he answers him, there is nothing wrong with it, and if he declines, there is nothing wrong with it. The matter is broad. The Prophet (peace and blessings be upon him) commanded that ruqyah be sought for the evil eye and the bite of a scorpion; this indicates that it is prescribed for the one asked to answer in order to benefit his brother.
