Is zakat al-fitr obligatory on the person for whom one provides maintenance, as a recommended practice?

Machine translationRead the Arabic original
The questioner : May Allah preserve you. We said that zakat al-fitr is not obligatory on the person for whom one provides maintenance; it is obligatory on the person who provides the maintenance. So, is it recommended?

The Shaykh : Yes, the matter of donating is fine; donating is fine.

The questioner : Is the permission of the person on whose behalf the donation is made necessary?

The Shaykh : For example, regarding the 'Id sacrifice, the Companions said that a man would sacrifice on behalf of himself and his household. It is clear that the head of the household performs the sacrifice for everyone. However, the obligation of zakat is upon the male and female, the free person and the slave, the young and the old among the Muslims; it is upon the person himself.

The questioner : Is permission necessary, O Shaykh?

The Shaykh : Her permission or her customary approval is sufficient.
