Question: From 'Abd al-Razzaq ibn 'Abd Allah ibn Baz, to the honorable brother S. Z. R., may Allah guide him, amen.
Peace be upon you, and the mercy of Allah and His blessings. After that:
The husband, S. S. Z., came to me and stated that he had become angry with his wife about two months ago, and said: "Talaq, then talaq." He was witnessed by S. B. and H. S. He stated that he had not divorced her before or after that. This is what he said.
He took her back (raj'ah) in my presence in the presence of a group of Muslims, on Monday, corresponding to 24/5/1393 AH. He requested that I inform you of this, because she is with you, and she has no guardian (wali) closer to you than her brother, who is of sound mind.

Answer: If the reality is as your aforementioned son stated, then two divorces have occurred with that, and one divorce remains. The divorce took place on 25/3/1393 AH, according to your statement. If the wife had not completed her waiting period ('iddah) by the time of the date mentioned, then his taking her back is valid, and she is in his protection. However, if she had completed her waiting period before the date mentioned, then she is not lawful for him except through a new marriage, with its conditions considered valid by the Shari'ah, unless it is proven that he took her back before the date mentioned.
We asked him, and he answered: that he had not taken her back before the date mentioned. You should know that the waiting period is three menstrual cycles, which are menstruation. If she had menstruated three times after the aforementioned divorce and before the date of the taking back, then she would have thereby completed her waiting period; due to the saying of Allah, the Exalted:
Divorced women remain in waiting for three periodsوَالْمُطَلَّقَاتُ يَتَرَبَّصْنَ بِأَنفُسِهِنَّ ثَلاَثَةَ قُرُوَءٍ
[Al-Baqarah 2:228]
the verse [al-Baqarah: 228].
