Question:
Allah the Exalted said:
Invite to the way of your Lord with wisdom and good instruction, and argue with them in a way that is bestادْعُ إِلِى سَبِيلِ رَبِّكَ بِالْحِكْمَةِ وَالْمَوْعِظَةِ الْحَسَنَةِ وَجَادِلْهُم بِالَّتِي هِيَ أَحْسَنُ
[Surat al-Nahl: 125]. To whom does the pronoun in the saying of Allah the Exalted refer:
And argue with themوَجَادِلْهُم
?

Answer:
It refers to those who are being called, and the meaning is: Call people to the way of your Lord. So the pronoun in “argue with them” means those who are being called—whether they are Muslims or disbelievers.
And similar to it is the saying of Allah the Exalted:
And do not argue with the People of the Scripture except in a way that is bestوَلَا تُجَادِلُوا أَهْلَ الْكِتَابِ إِلَّا بِالَّتِي هِيَ أَحْسَنُ
[Surat al-'Ankabut: 46]. The People of the Book are the disbelievers among the Jews and the Christians. It is not permissible to argue with them except in the best manner, except for those among them who have wronged; for the wrongdoer is treated with what he deserves.
