Question:
I was in the market to buy some of my necessities when I saw a woman in full adornment wearing an abaya, and I saw a man reprimanding her and warning her. Is it permissible for him to do so, or is it none of his business?

It is obligatory for all believing men and women to enjoin good and forbid evil, to guide people to what is obligatory upon them, and to warn them of what Allah has forbidden for them. Among the forbidden things are women displaying their adornment in the markets and showing off their beauty and ornaments. Allah the Exalted said in Surat al-Ahzab, addressing the wives of the Prophet (peace and blessings be upon him):
And abide in your houses and do not display yourselves as [was] the display of the former times of ignoranceوَقَرْنَ فِي بُيُوتِكُنَّ وَلَا تَبَرَّجْنَ تَبَرُّجَ الْجَاهِلِيَّةِ الْأُولَى
[Al-Ahzab:33].
The scholars of tafsir (may Allah have mercy on them) said: Tabarruj is showing off one's beauty and charms. And Allah (Glorified and Exalted is He) said: :
The believing men and believing women are allies of one another. They enjoin what is right and forbid what is wrong and establish prayer and give zakah and obey Allah and His Messenger. Those - Allah will have mercy upon them. Indeed, Allah is Exalted in Might and Wise.وَالْمُؤْمِنُونَ وَالْمُؤْمِنَاتُ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ يَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنْكَرِ وَيُقِيمُونَ الصَّلَاةَ وَيُؤْتُونَ الزَّكَاةَ وَيُطِيعُونَ اللَّهَ وَرَسُولَهُ أُولَئِكَ سَيَرْحَمُهُمُ اللَّهُ إِنَّ اللَّهَ عَزِيزٌ حَكِيمٌ
[At-Tawbah:71]. There are many verses in this meaning. And the Prophet (peace and blessings be upon him) said:
He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith.من رأى منكم منكرا فليغيره بيده، فإن لم يستطع فبلسانه، فإن لم يستطع فبقلبه، وذلك أضعف الإيمان
Sahih Muslim 49a
It was narrated by Muslim in his Sahih from the hadith of Abu Sa'id al-Khudri al-Ansari (may Allah be pleased with him) .
Forbidding evil by hand is done by those in authority and those they appoint for that purpose. It is also done by the head of the household with his family, the master with his slaves, the father with his children, and the like.
Forbidding evil by tongue is done by believing men and women according to their ability, while observing good manners and avoiding harshness, due to the saying of Allah (Glorified and Exalted is He): :
Invite to the way of your Lord with wisdom and good instruction, and argue with them in a way that is bestادْعُ إِلَى سَبِيلِ رَبِّكَ بِالْحِكْمَةِ وَالْمَوْعِظَةِ الْحَسَنَةِ وَجَادِلْهُمْ بِالَّتِي هِيَ أَحْسَنُ
[An-Nahl:125]. And His saying (Mighty and Majestic) to Moses and Aaron (peace be upon them both), when He sent them to Pharaoh:
And speak to him with gentle speech that perhaps he may be reminded or fear [Allah]."فَقُولَا لَهُ قَوْلًا لَيِّنًا لَعَلَّهُ يَتَذَكَّرُ أَوْ يَخْشَى
[Ta-Ha:44]. And His saying (Glorified and Exalted is He), addressing the Prophet (peace and blessings be upon him):
So by mercy from Allah, [O Muhammad], you were lenient with them. And if you had been rude [in speech] and harsh in heart, they would have disbanded from about you.فَبِمَا رَحْمَةٍ مِنَ اللَّهِ لِنْتَ لَهُمْ وَلَوْ كُنْتَ فَظًّا غَلِيظَ الْقَلْبِ لَانْفَضُّوا مِنْ حَوْلِكَ
[Ali 'Imran 3:159]
