Answer:
The Prophet (peace and blessings be upon him) explained the correct method in the hadith of 'Amir ibn Yasir in the two Sahihs. He said to him:
It is sufficient for you to say with your hands like this, then he struck the ground with them (struck the ground with them: meaning: with his palms), then he wiped his face and palms with themإنما يكفيك أن تقول بيديك هكذا، ثم ضرب بهما الأرض (ضرب بهما الأرض: أي: بكفيه)، ثم مسح بهما وجهه وكفيه
, and this corresponds to the saying of the Exalted:
and find no water, then seek clean earth and wipe over your faces and your hands [with it]فَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا صَعِيدًا طَيِّبًا فَامْسَحُوا بِوُجُوهِكُمْ وَأَيْدِيكُمْ
[Al-Nisa: 43]. So if one is traveling and has no water, or is sick and unable to use water, he strikes the ground with his palms in one strike—a light strike—then wipes his face and palms with them. If dust sticks to them, he blows on them, then wipes his face and palms with them. This is the prescribed method; one strike is sufficient. This is the Sunnah.
If he strikes twice, one for his face and the other for his palms, there is no harm, but the preferred and Sunnah method is one strike, as in the hadith of 'Amir. He strikes the ground with them, or if he has a vessel containing dust or the like, he strikes the dust with them, then wipes his face and palms with them. This is the Shari'ah tayammum with the intention of purification. He names Allah, saying: Bismillah, just as he names Allah with water during wudu'. And if he strikes the dust with them and wipes his face and palms with them, then says: I bear witness that there is no god but Allah alone, with no partner, and I bear witness that Muhammad is His slave and His Messenger. O Allah, make me among those who repent, and make me among those who purify themselves, just as he does with water; because this takes the place of water.
