Answer:
This hadith was reported in the following wording: It was narrated from Ibn Mas‘ud (may Allah be pleased with him) that he said: I heard the Messenger of Allah (peace and blessings be upon him) say:
spells, charms and love-potions are polytheismإن الرقى والتمائم والتولة شرك

It was narrated by Ahmad and Abu Dawud. Amulets are things that are hung on children to protect them from the evil eye, and they are what some people call jawami‘ (concise formulas), hijab (barriers), or hiraz (charms). The Messenger of Allah (peace and blessings be upon him) said:
Whoever hangs up an amulet, Allah will not complete [his affair] for himمن تعلق تميمة فلا أتم الله له
Sunan al-Bayhaqi 17:557
And in another narration:
Whoever hangs up an amulet has committed shirk.من تعلق تميمة فقد أشرك

The reason (‘illah) why hanging up amulets is considered shirk (associating partners with Allah) is—may Allah know best—that whoever hangs them up will believe that they bring benefit, incline toward them, and turn their desire away from Allah to them, and their reliance (tawakkul) on Allah alone will weaken. All of this is sufficient to condemn them and warn against them. The prescribed and permissible means are sufficient to dispense with amulets, and turning one’s desire away from Allah to others is shirk (associating partners with Allah) with Him. May Allah protect us and you from that.
Hanging up amulets is considered minor shirk (shirk asghar) as long as the one who hangs them does not believe that they ward off harm by themselves without Allah. If he holds this belief, then hanging them becomes major shirk (shirk akbar).
