Continuation of the Chapter on the Prohibition of Intercession in Fixed Punishments: Allah the Exalted said
Machine translationRead the Arabic original
The Shaykh : to the opinion of the ruler, meaning the legal judge, or the one who has the authority to organize and codify punishments; this matter is broad:
Sometimes the punishment is financial, where a person is fined; sometimes it is removal from his position; sometimes it is imprisonment; sometimes it is public exposure, where his name and his violation are announced among the people; sometimes it is correction by the council, according to what public benefit and discipline require; and sometimes it is flogging.
As for the fixed punishments: if they reach the ruler, it is not permissible for anyone to intercede in them, as the Prophet (peace and blessings be upon him) said: : A curse is a rejection and a distancing from the mercy of Allah.
And he said:Al-Mustadrak lil-Hakim 20:95 and refuge is sought in Allah. And if it does not reach the ruler, then intercession and mediation may be permissible here. For example, if someone sees a person committing unlawful sexual intercourse and witnesses it, and he has four witnesses to that, and he sees that it is in the public interest that this man be called to repent, and if he repents, he is covered, then there is no harm. But once it reaches the ruler, it is not permissible.
Then the author mentioned the hadith of Aisha (may Allah be pleased with her), regarding the story of the woman from the Khazraj tribe, and discussion of it will come if Allah wills, and success is from Allah.
The questioner : When is intercession forbidden for one who deserves a fixed punishment? Only when it reaches the ruler or his deputy?
The one who has the authority to execute it. If it reaches the one who has the authority to execute it, intercession is not permissible.

Whoever intercedes to prevent a fixed punishment from Allah, he has opposed Allah in His command
