The Shaykh : However, it must be known that traveling to the lands of the disbelievers to reside for the purpose of study or something similar, meaning for a long period, is not permissible except with three conditions:
The first condition: that the person has knowledge with which to refute doubts, because the disbelievers are enemies who want to prevent people from the religion of Allah. If a naive young man who has no knowledge comes to them, they will bring up doubts and suspicions that will take him out of his religion without him realizing it. So, whoever does not have knowledge with which to refute doubts, it is not permissible for him to go to the lands of the disbelievers no matter what, except in cases of extreme necessity, such as medical treatment, and he must be accompanied by someone who protects him from the evil of people.
The second condition: that he has religion that protects him from doubts, because the lands of disbelief are lands of disbelief where there is no restraint, neither from a religious deterrent nor from an authoritative deterrent. People are free, as they say, and they are free in their desires, but in reality, they are slaves to their desires. So, if he does not have religion that protects him from lusts, he will be destroyed, because he will find women who are clothed yet naked, he will find intoxicants, and he will find evils. So, if he does not have religion, he will fall into the abyss.
The third condition: that there is a necessity, such as traveling for knowledge that is not available in his country and which he needs, or which the people need. In that case, there is no harm. If the three conditions are met, it is permissible for the person to travel to the land of the enemy; otherwise, it is not permissible for him. This is if he is going to reside for a period. As for a man who goes for trade, buys, and returns, that is easier.
