Young man, those of you who can support a wife should marry, for it keeps you from looking at strange women and preserves you from immorality; but those who cannot should devote themselves to fasting, for it is a means of suppressing sexual desire. يا معشر الشباب من استطاع منكم الباءة فليتزوج ، فإنه أغض للبصر وأحصن للفرج ، ومن لم يستطع فعليه بالصوم ، فإنه له وجاء

This means: whoever cannot afford the cost of marriage. It was previously mentioned that "ba'ah" (the cost of marriage) refers to sexual intercourse, and it also refers to the money that enables sexual intercourse. The intended meaning here is the money that enables sexual intercourse, based on his statement:
And whoever cannot afford it ومن لم يستطع
because it is not correct to interpret his statement:

For it is a restraint for him. فإنه له وجاء
"for it," meaning fasting, "for him," meaning for the one who cannot afford it, "wa-ja'" means a barrier that prevents the strength of desire and its arousal. This means that fasting cuts off desire, so the person's fatigue from pursuing it decreases. In this hadith, the Prophet (peace and blessings be upon him) addressed the young men, because they are more in need of it than the old men. This is because the young men are those in whom this desire is prevalent, so he directed the address to them.
